Is the WhatsApp Business API Free? What Meta Charges Now
Access to the WhatsApp Business API is free: Meta charges nothing to sign up or to use its Cloud API. The messages are what you pay for. Since 1 October 2026, Meta charges per message for replies to customers too (service messages), after the first 1,000 free replies per phone number each month. Template messages, which you need to write to a customer first, are charged per message by category (marketing, utility or authentication) and by the customer's country. Messages within 72 hours of a customer clicking a Click-to-WhatsApp ad are still free. Your software provider's fee comes on top.

How does Meta charge for WhatsApp messages now?
Meta has changed its billing model twice in two years, which is why so much of what you read online is out of date:
| Period | How Meta billed |
|---|---|
| Until 30 June 2025 | Per 24-hour conversation, by category |
| 1 November 2024 to 30 September 2026 | Service conversations (replies to customers) free, with no cap |
| From 1 July 2025 | Per delivered template message instead of per conversation; utility templates inside the 24-hour window free |
| From 1 October 2026 | Service messages charged per message after 1,000 free per number per month; utility templates in the window charged |
A template is a message written in advance and approved by Meta. You need one to write to a customer outside the 24-hour customer service window, which opens each time the customer messages you, and for any marketing message. Each template has a category, and each category has its own price per country. Service messages are charged at the same rate as utility messages in each market, and Meta offers no volume discounts on them.
How much does Meta charge per WhatsApp message?
The price depends on the country code of the person receiving the message, not on where your business is. These are Meta's base rates in US dollars per message, read from Meta's own pricing calculator on 17 October 2026. Large senders get lower utility and authentication rates through volume tiers.
| Customer's country | Marketing | Utility and service replies |
|---|---|---|
| India | US$ 0.0118 | US$ 0.0014 |
| Nigeria | US$ 0.0516 | US$ 0.0067 |
| United States | US$ 0.0250 | US$ 0.0034 |
| United Kingdom | US$ 0.0635 | US$ 0.0220 |
| Mexico | US$ 0.0397 | US$ 0.0085 |
| Brazil | US$ 0.0625 | US$ 0.0068 |
Meta updates these rates several times a year, and some markets, India among them, are moving to billing in local currency. Check Meta's rate card before you plan a large campaign.
How much would a small business pay Meta in a month?
Take a salon in Lagos with one WhatsApp number. In a month it sends 1,800 replies to customers, 300 appointment reminders and one promotion to 500 customers who agreed to receive offers.
| Messages | Count | Rate (Nigeria) | Cost |
|---|---|---|---|
| Replies (first 1,000 free) | 800 charged | US$ 0.0067 | US$ 5.36 |
| Appointment reminders (utility) | 300 | US$ 0.0067 | US$ 2.01 |
| Promotion (marketing) | 500 | US$ 0.0516 | US$ 25.80 |
| Total to Meta | US$ 33.17 |
Replies and reminders cost little. Marketing is where the bill grows. Your software provider's fee is a separate line on top of this.
Is there a monthly fee for the WhatsApp Business API?
Not from Meta. Meta says there is no additional fee to access the platform directly. The monthly fees on most price lists belong to the Business Solution Provider or software company you use. A Business Solution Provider is a company Meta authorises to connect businesses to the platform. Some only connect the number; others add an inbox for your team, automation, a CRM or an AI agent. Their pricing is their own, and some add a margin on Meta's message fees.
| Who | What they charge for | Can you negotiate it? |
|---|---|---|
| Meta | Messages, by type and the customer's country | No |
| Your provider | Software, inbox, automation, AI, support, sometimes a margin on Meta's fees | Yes |
How do you estimate your own WhatsApp API bill?
- Count the replies you send in a month and subtract 1,000 per number.
- Count reminders and updates (utility) and promotions (marketing).
- Look up Meta's rate for each type in the country where most of your customers are.
- Multiply and add the three lines.
- Add your provider's fee and any margin they put on Meta's rates.
- Leave room for a busy month.
When is the free WhatsApp Business app enough instead?
If one or two people answer from one phone and you do not need software to answer for you, the free WhatsApp Business app does the job with greeting messages, away messages, quick replies and a catalogue. The API is worth it when you want software to answer, several staff on one number, or messages connected to your other systems.
